In this pivotal issue of Captain America history, Stan Lee and Gene Colan bring the theme of heroism to a challenging urban setting, blending supervillainy, social problems, and technological threats.
The story "Madness in the Slums!" finds Steve Rogers/Captain America battling a gigantic robot created by MODOK, known as Bulldozer , sent to devastate Harlem. The mad scientist's goal is to cause chaos, discredit Cap, and destroy the public's faith in justice. Sam Wilson—the Falcon—is now Cap's official partner, and their partnership begins right here, with both forced to operate not only as heroes, but as symbols in the midst of a suffering community.
Notable antagonists include MODOK and his organization AIM, as well as Bulldozer (android/automaton) who makes his first appearance here.
This issue is also memorable because it marks the beginning of the official partnership between Captain America and Falcon, a relationship that will become central in subsequent issues of the series.
Furthermore, there are moments when Cap tries to make the citizens of Harlem understand the truth behind the destruction, but the damage caused by the automaton and the public perceptions created by MODOK greatly complicate matters. The conflict is not only physical, but also moral and social.
