In this issue of the Secret Empire saga, Captain America finds himself officially hunted by the law: there is an effective political and disinformation campaign that accuses him of being a criminal.
Steve Rogers (Cap) is forced to operate in the shadows, go on the run, and prove his innocence, as tensions rise with powerful men orchestrating plans to discredit him. This issue finds Cap and his partner Falcon facing not only external enemies, but also the moral challenge of defending themselves from a country that largely believes he's guilty.
With “Captain America is a wanted criminal!” stated in the official summary: the conflict is not only physical, but ideological, with the central theme of someone trying to turn the hero into the culprit through propaganda and falsehoods.

- It is part of the Secret Empire arc, one of the most memorable of the Marvel Bronze Age for its political and allegorical content and also for its thematization of crises of confidence in power.
